Confused about the timeline/awarding

Hi, I'm thinking about applying to this program but I am a bit confused about the timeline. I will be a sophomore this upcoming fall. Does that mean I can only apply for 2 years of funding, or can I apply for 3? IF I can apply for 3 years, how does this funding work as tuition is due at the beginning of each fall and I would need to take out loans to pay for the tuition while the award seemingly comes out in April? When you apply in the fall you are applying for the next school year, so it would cover your junior and senior year. The application cycle is due in December, awarded sometime late spring, then start the program in the fall.
