Chances of getting in?

I am currently a Ph.D. EE student at Stanford (not a candidate since I have not taken Quals), what are my chances of getting in?

Desired positions after SMART:
1) SPAWAR
2) DARPA
3) AFRL

Current GPA: 3.87/4.0 (Stanford)
MSEE GPA: 3.43/4.0 (Not Stanford)
BSEE GPA: 3.16/4.0 (Not Stanford)

Currently hold a security clearance (does this help my chances?)
Have >5 years experience working in defense research (as a contractor) ---i.e. I have built stuff on gov't $

One would assume you would make the initial cut. After that, it is a bit of a craps shoot.

I'm not sure DARPA has any relationship with SMART, anyone else able to weigh in?

Also assuming the SMART program continues to exist in it's current form given the fiscal environment...
