If I'm getting an apartment off campus and am using my stipend for living expenses.
For the apartment they require verification that I have received the scholarship and how much I'm getting for
the living stipend. Am I allowed to send them my service agreement as proof?

I would assume yes it's fine! You might want to email/call to double check though. But I wouldn't send them the signed copy with your social security number on it.
