I am considering getting a Master's degree instead of a PhD. Since SMART has paid for one year of my education so far, would I only need to work for the DoD for one year? Is it possible to change my award from PhD to Master's?

I don't think they'll let you do this. They're likely to allow MS to PHD but not the other way around.
