Is this scholarship worth it?

I feel as if I have only have read negative feedback. I am new and am still thinking upon applying. I know an individual in the naval branch in PA where I want to work but he says to get out there I need to go through this program. His facillity is on list , but from what I have read I may not get to work in the location of my choice. On top of that he told me that GS11 pay there is 96K, but from what I have read that is not the case. I am an undergraduate seeking a BA in mechanical engineering, Junior.

My questions mainly are:

Is it worth going through a contract to get there?
what is an SF?
Will I get a paid internship on top of tje stipen pay?
Will I even get in as an undergrad?

Very curious and need serious help on deciding!

No.
Sponsoring facility (the place you work for afterwards).
If you are more than 50 miles away then yes.
Absolutely.

If your buddy has hiring authority, he will select your smart application from the pool of applicants (provided you make it to 2nd round).

You don't "choose" where you work, per SE, but you are chosen to work at facilities. In the end, though, you work there only if you want to.
