transferring schools with a SMART scholarship

I will be attending my home university (4 year university) for my freshmen and sophomore year. Then, i plan on transferring to another university that offers the degree i wish to pursue which is most likely going to be chemical engineering.
I was wondering if i apply for the SMART scholarship during my sophomore year and am awarded it, could i use it at the university i was accepted into as a transfer? I am asking because the colleges i wish to transfer into notify transfer applicants if they have been accepted at a date later than SMART applicant awardees are notified.
