Anyone know what "NPS" in NPS SMART and
smart@nps.edu stand for?

The SMART Program executive agent is the Naval Postgraduate School.

The SMART program is under ASEE, not NPS.

ASEE, a contractor who has been hired to administer things like the website, application process, and stipend and tuition payments, is under the SMART Program, which is under NPS.
