2013 Budget

Does anyone know what the SMART budget is like for 2013? It seemed that 2012 was significantly more competitive than previous years, and I am curious as to whether that trend will continue.

I could not find the scholarship in it :/

in 2011 and 2012 searching for scholarship brought it up
