Is there anyway to know how many spots eah sf has to fill?

Unless they specifically told you during an interview then no. Most of them also don't really know how many they'll end up with. They submit as many names as possible in order of how you're ranked among other applicants then the scholarship people offer off of that. Last year my SF hired 10 people, the year before it was only 3ish.
