Hey all,
It seems to me that the DoD offers awards before the date that they say on the timeline. Is this correct? If so, about when is the date that people find out?

Noooooot really, maybe if you're already working at the facility and going for a master/doctorate award. Otherwise, trust me, it a very long and nerve racking wait, emails go out at different times, phones calls and interviews go out at different times. Just don't get discouraged if you're not getting updates from SMART with the bulk of the group.

Everything seems to go out at different times. Interviews occur over 1-2 months. It takes up to two days for the first round of offers to get out, and there will be additional offers after the first round. It is also very likely that the submission date will get pushed back.
Try not to work about any of the dates other than getting your application in. Offers will go out late Feb or early March.
