If the facility is more than 50 miles away from your residence, then you will recieve a $1200/week stipend from SMART in addition to your monthly award stipend.

Average for 2009 was 3.73, and it has gone up every year.

There was some gossip about a 3.5 limit, but I haven't heard anything substantial on it.

Your GPA is a little low, but your experiences are good. I don't recall the number of physics apps, but I know Mech, EE, and Aero are the strong majority.

GS8 is pretty standard for entry level BS. I'd imagine you could go in a GS9 or 10. However, because of the steps, those all overlap pretty significantly. You will also have the locality adjustment. This sounds similar to a follow-on award. Basically, you have to make it past the 50% cut, and then work with your supervisor to make sure that they select you. It's described in a little more detail around here somewhere, but I'll have to look for it another day.

Your GPA is about average for those admitted. You don't have much to set you apart, but a lot comes down to what the bases need. Given the benefits, I would apply.

Yes, the documentation (http://smart.asee.org/assets/File/(SMAR ... elines.pdf) is correct. It's $1200/week + $2083 monthly stipend that you normally receive. The only catch is that your home address that SMART has on file must be greater than 50 miles away from the base.
