Hmm... I can't recall seeing anything in the statute that would preclude it, but I wouldn't use the fact that it was done in the past as a marker of acceptability (anything can change). Take the RA, get done what you need to do. Reach out to the labs and see if you can get on a first name basis with the likely sponsoring researchers. I sponsor work at SMDC and they are a highly competent and innovative Command. That said, what matters is who you are working for (by name) and what he/she will have you working on. Huntsville is a remarkably nice place, but if you are moving there and have a choice, you should fly/drive/crawl there...

I would never advise someone to deliberately put themselves at risk of owning the Federal Government $$. At some point, somewhere, somehow, Uncle Sam will come after you.
