The ISP's aren't paid for the by the SF's. SMART will give you those only if the SF you are interning at is a certain distance away from the college you are attending. Your cohort advisor should help you get the ISP when you have to fill out the forms to start your internship.
Now, for going to your SF for the commitment, relocation payments are very dependent on SF and from my experience, very few even help with relocation. I received no relocation support.
