Called the number I was given literally a dozen times throughout the day and no answer. So, unfortunately it seems like all avenues to contact SMART will require persistence.

I got an answer from them on the phone number listed online at 2PM Eastern today, however was referred to a different number for current participants (I don't think it's published anywhere). I also haven't gotten answer back from any emails lately, similar to you. I wrote down 202-331-3544 from the call today, but haven't yet called it because I was told they would be out today, so I don't know what the answer success rate is for that number yet. Hopefully that helps you.
