I got it settled, so I thought I would post the solution in case anyone has the same problem.

SMART students doing an internship should be added to TASS by your SF's security office. If they tell you that you are not a contractor or they do not know what to input you as: contact SMART and they can give you either a contract or grant number to use.

Good luck with that. Had it happen to a buddy and I both. Thankfully I was in a test lab so CAC access wasn't super important, but he wasn't, so he ended up sitting around all summer reading.
