YES. This is without a doubt the time to do it. Be aware of the fact that they may just straight up tell you that you're not getting any relocation reimbursement or salary negotiation (that's what happened to me) but this is your chance to discuss it face to face. Just make sure that if they do offer you something, you follow up via email to have something in writing.
