The handbook does not specify how the annual miscellaneous allowance rate or the health insurance allowance rate are awarded, it simply mentions that they will be prorated based on your graduation date.
It is automatically deposited with your August stipend.

You get it yearly at the rate that is listed on your service agreement. It is pro-rated for years that you are not in the program the entire year (like if you graduate in December)
