I can comment that I remember them saying explicitly that they wouldn't give any back pay for a rate increase.

Stipend Increase Backpay

I'm in a combined degree program and started my graduate portion about a year ago. My school does not confer a bachelors before a masters they are done at the same time. When I looked at the 2012 service agreement I swore that I was not eligible for the stipdent increase from 25k to 33k because of no degree. I was looking at it again this year and it seems that they changed the rules and now I can. I asked if I was eligible for backpay and got a flat out no.

Does anyone have a copy of the 2012 or 2011 service agreement?
