The GS schedule pays usually $57k for most areas of the US, with a slight increase for more expensive areas. $63k/year is about as high as it will get, though. There is a little latitude your SF can have with that number, but it will all depend on the bureaucracy at your particular SF. Don't plan on getting the latitude.
The DR schedule is a pay banding system (doesn't have grades and steps like the GS schedule does). It was designed to give the research labs the latitude they need to attract and retain technological staff. I completely agree with the previous poster, if your SF uses the GS schedule, it's a gigantic red flag as to what you'll be expected to do when you get there.
The DR schedule is harder to find (both on the web, and throughout the DoD) because it applies to only a small percentage of federal employees.

I believe PhDs start at either a DR-3 or a DR-2... though I could be mistaken. It's a much more competitive pay scale to what you'd see in private industry.
As a PhD EE, 4/5 of my colleagues took 100k+ jobs out of school and are all still happily employed with those companies. The 1/5 took a $98k/year job and is still happily employed. My guess is he is now over $100k with 2 years of raises.
