I think it's much more bureaucratic than that. The letter we just got says that the SPO has "grown beyond sustainability." I think the SPO has plans for what it wants to do, but a new office (OSD) has higher priority on how the money is distributed. So SPO is doing what they think, then OSD comes in and redoes everything because they want the money going somewhere differently. I feel like it's set aside, but OSD is changing how they allocate it. Just my two cents worth
