I changed universities, degree level, and degree field when I submitted a bunch of SAARs to "extend" my funding to cover my Master's at a completely different institution than my undergrad. Trust me, you can change almost anything if you try hard enough and are willing to do paperwork.

Also, if you're still just applying, then you have to actually provide evidence of acceptance to the university to even accept the scholarship anyway. I think the one you just put down is your "top choice" when applying, but it doesn't really matter until you provide the acceptance letter.
