IMO it means your committee failed you. You shouldn't be allowed to schedule a defense you aren't set to pass. If you have a date set, and your advisor isn't a psycho, I wouldn't worry too much. But should the worse come to pass, yes, you can ask for an extension. SMART may grant it or may put you in something of a hold status where they stop paying for your but still provide you the opportunity to finish school and then resume the program by beginning your service agreement. I can't tell the future, but I certainly hope they wouldn't immediately declare you non-compliant. SMART has had a rough history, but it does seem like they've gotten a bit better in recent years.
