This is in regard to what your highest earned degree is. The stipend is based on your education level. Let's say you are in SMART for a PhD, currently have a BS degree. If you pick up a MS degree while working toward your PhD, you can request to have your stipend increased to the highest level based on possession of a MS degree. Does that make sense?
