Out of state sponsorship/ industrial engineering prospects

Good evening, I am an general engineering student who plans on pursuing industrial engineering at a university after leaving community college.

I was wondering what the chances were of getting sponsored by an out of state facility. I plan on attending morgan state md if it's not possible.

Also what are the chances of receiving this scholarship as someone applying under industrial engineering?
