Some facilities get more scholars than others. It can vary from year to year depending on what the needs of the DoD happen to be. My SF got like 10 people last year across 4-5 different majors (mostly undergrads and one graduate student). Some facilities might think they are getting a certain amount and end up with less (or more but I haven’t heard of that), which is why ranking comes in to play. Some facilities pick someone and even if that person is their #1 top choice, they may not get any scholars because of a lack of funding.
