It really depends on the terms of your internship with the other agency. The biggest rules are that you can't accept any funding (including income) from any other federal sources. That doesn't include federal loans, but you can't get paid for your internship with another federal agency while under SMART. The other big piece will be the work requirement. SMART caps you at 16hrs/wk, and owns you once a year for your internship with your SF. Also look at whether your internship with the other agency comes with any sort of time commitment.
