I have been wondering this same thing as I am also 10-point eligible. There is an older discussion regarding the preference but never actually addresses where the points count for consideration.

My thoughts are that they might not apply until you are chosen as a finalist. Unless the 1st stage of reviews are graded on a point system.

I am in the process of finishing up the scholarship process for this year. I noticed that I can claim veteran's preference up to 10 points. I can claim all 10 points. Does this have any weight on being picked up for the scholarship?
