Fees include all mandatory fees for all students taking the classes you are scheduled to take. I don't think it would include "optional" fees (e.g. some schools have optional student organizational fees that would entitle you to discount school event tickets). So, if you are going to be taking a lab course and there is a separate (required) fee for that course, it would be covered.

My acceptance paperwork listed values for the stipend and internship, but it did not say how much I would receive towards my educational fees. I get charged a $5000 "operating fee" by my college that is a mandatory fee, so I was just wondering from someone who has experience with the award, or who has received the award if this fee is included in the approved educational fees that get covered, or if I will have to use a portion of the stipend to cover it.
Not sure about your school, but at CU Boulder all fees except medical insurance are paid, (about $3000.00ish) if your operating fee is mandatory, then I would think it should be covered.

The SSP funds the total cost of full-time tuition and approved related educational fees during the academic year (fall through spring)... There is no cap on tuition and the amount of a SSPP’s tuition does not affect the length of the service commitment. Approved related educational fees generally include mandatory fees such as student activity and student government fees.
