Do you have any post-high school education? If so, then I would do a scholarship resume and transition to a chronological resume emphasizing your military service. If you don't have any post hs education, then I would favor the chronological one. Reasoning: you're applying for a scholarship that is ultimately given out by your future boss (or your boss's boss).
If you don't have any post hs education, then definitely do the chronological one leaving space at the bottom for your hs education.
