Just as an fyi, I've made it through to this point with an undergrad GPA of 3.6 and a grad school GPA of 3.1-3.4. For reference, I went to a not-so-academically challenging military college and graduated with a B.S. in biology and am now pursuing a PhD in microbiologist. Last year I had not yet passed my qualifiers, but this year I have. I have made it through the first round both years, but have not been interviewed. However, as has been said elsewhere in this forum, not being interviewed is not automatically a sign that you will not receive an award. Also, I think in my case the reason I was not selected last year and may not get it this year is more a function of my focus area rather than my qualifications. This scholarship is just geared more towards students like you who have engineering backgrounds rather than a background in biological sciences. There just aren't that many awards given to students in my position.
That being said, it sounds like you meet the minimum requirements and I would encourage you to apply. It doesn't cost that much to send your GRE scores or your transcripts and the application itself doesn't take unnecessary effort to complete.
