Senior coming out of high school here.
No, I don't think they will. Let's look at the possible types of applicant and when SAT (just so I don't have to say ACT everytime) scores were taken.
Incoming Freshman, took SAT's at latest fall 2019, pre-COVID-19.
Sophomores and up, took SAT's before fall 2019.
In reality, anyone trying to take the SAT's during COVID-19 that is applying for SMART has already taken it before and therefore would only take to increase their score. Such a small list of people that would need to retake SAT's or even reconsidering it. I do not think that it would be necessary to waive it.
