If you get awarded April/May 2018, you won't start getting funding until August 2018. The first internship would be the summer of 2019.

I would definitely wait until you know for sure if you are getting the scholarship. Then you just have to decide which one is going to be better for you. If they require you to work at that place since they are getting your clearance, find out what happens if you don't work there for how long they want you to.
