retention candidate distribution process

Did any retention candidates out there have any issues getting their installations to distribute their stipends?

I'm working part time for my Army installation while in school, we're trying to figure out technically how to take the MIRPed money and get it to me. I'm also electing not to have benefits supplemented and due to my current salary and part time hours the stipend will pay more than my current salary which I'm told makes it tricky to use typical AATAPS/GFEBS to pay the stipend out.

The Army liaison is trying to help but she's not well versed in the terminology used by my CPAC/RM. Any advice?
