Outside Internship this summer

Howdy.

I haven't been able to get a good answer out of SMART on this, so let me ask it here.

I was awarded the scholarship as part of the 2017 cohort, as an alternate. I also have an internship this summer for a private company doing Oil & Gas (i.e. no federal/public money associated with it).

Will I still be able to work full time at the this job after August 1st rolls around (when SMART 'starts'), or will I then be bound by the 16 hrs/wk rule until classes start and my internship ends?

You will be bound by the 16hrs/week rule once August 1st rolls around unless your SF grants you a waiver. If the company does any federal contracting, then you can't work for them at all.

My SF very clearly said that unless it is interfering with your school work you're all good. He said don't worry about it until classes start, but once classes start you do need to have a waiver if you're working more than 16 hours a week. August first is capturing the earliest possible start date expected of a scholarship recipient.
