"SSPPs who applied for and received a SMART award in the years 2008
through 2015 may request an increase in the stipend rate for additional qualifications earned in
the form of a conferred STEM degree funded by SMART."

Just wondering if anyone knows what this means?

This is in regard to what your highest earned degree is. The stipend is based on your education level. Let's say you are in SMART for a PhD, currently have a BS degree. If you pick up a MS degree while working toward your PhD, you can request to have your stipend increased to the highest level based on possession of a MS degree. Does that make sense?
