I work as a government contractor, and by December I could very well be a Civil Service employee. I was curious if a person in this situation would be considered more than someone "off the street". I've already completed 2 years of Electrical Engineering, and I'm considering finishing this degree. I have 2 small children, and not a lot of extra cash floating around. This scholarship could be life changing for my family. I would be able to finish my degree, and still provide a cash flow as well. It's a perfect opportunity, and I can't help but to try.

The only benefit that you'd have over other applicants is if you have connections with SMART facilities. That is.. if you work for a place that is willing to pick you after the "first cut", then you'd be able to jump a hurdle that many others can't.
