What are my chances?

I have following credentials:

School: Virginia Tech
Major: EE ( area - signal processing, communications)
Current Standing: PhD
Degree obtained: BS and MS ( also from VT)

BS GPA: 3.2
MS GPA: 3.75
PhD GPA: 3.85

GRE: Math -720, Grammar - 330, written - 3

2 Conference publications.

Job Experience:

1. Previously got job offer from NSA and CIA ( but did neither accepted then, nor worked there )
2. Previously worked at federal govt facility called US-PTO ( aka patent office)

I am a bit shaky about applying as I saw SMART website calculates CGPA by adding GPAs from all 3 degrees and just averaging them which bring CPGA down to 3.33!, no addition emphasis on grad GPA!! Also my GRE grammar score is poor. Just wondering whether I have any realistic chance of getting the fellowship?

Thats actually a 3.6 average GPA..

It's probably weighted by credit hours.

rshahriar: You always have a chance of getting the fellowship, especially if you're a PhD level student.
