Are the award notifications threads trolls.....or?

Trolls man, just trolls.

They can't give us the awards until Trump signs the budget. They have to have all the money upfront before any awards can be issued. Otherwise, they're giving us money they don't have yet.

I thought he already signed it? Or at least would sign it early on today since the government shuts down at midnight if he doesn't.

According to whitehouse.gov, it's still pending. And neither https://www.whitehouse.gov/blog nor http://www.crfb.org/blogs/appropriations-watch-fy-2017 have mentioned it yet. But if that's true, then awards could be imminent.
