You need to file an SAAR to request a change of Degree Level. The SAAR has a box for this, so it is something they consider. They will require explanation and such, as outlined in the SAAR page 3 or 4.

Good evening,

Due to irresolvable issues between myself and my academic advisor I no longer believe that I can finish my PhD. Due to this, I would finish my education with a course-based masters.

Since I was awarded at the PhD level, this would mean that I would have to pay back all funds supplied to me immediately and excused from the program?

Or, is there a possibility that I can repay my commitment at the Master's level?
