You are more likely to negotiate your step than your grade. Your grade is pretty standard across all government work, and is determined based on your education and experience. It never hurts to mention it to them though and see what they say.

My experience with this is also that there is little to no negotiation. My supervisor essentially got a range of acceptable salaries from the local HR that they determined based on my degree type, degree level, and past work experience (where your degree was from and GPA doesn't seem to be a factor in the gov't). From there, my supervisor got to choose how much to offer for my salary, and if there was to be any sort of negotiation, HR would only entertain compensation within their original, small salary box/bounds. That supervisor was very open about how the process worked and tried to offer something as close to fair as HR would let them. My SF is not on the GS system, but rather Lab Demo.

If your military service was past work experience, you *might* be able to negotiate a higher step in GS-7 if the work was relevant to what you will be doing, probably doubtful they'll give you GS-9. Generally worth talking with your supervisor ahead of time about this and if they are willing to hear you out, explain why you deserve a higher evaluation/compensation.

From what I was told, when you are finished with your degree its between you and the OPM to negotiate salary. I wouldn't expect any negotiation to take place, as they probably know you are on contract.
