So the DoD receives non-annual funding so the civilians aren't effected except for the coast guard - but there is minimum manning and such going on.
As far as I understand, I think all our funds are transferred to LMI when we start the program so the stipends etc. would not be impacted by anything with the government shutdown or the new budget as that money was already allotted when they accepted you to the scholarship. If you're getting ready to start phase two then you could be impacted depending on what the shutdown is doing to your SF. Mostly just in a slowed down pace type impact, generally you can't have new hires during a shutdown even if all your people are still working and paid.
