This is just a math question. The bigger, more popular facilities get more applicants, but they also have more slots. The smaller facilities have fewer applicants, but fewer slots. However, nobody (not even them) knows what these ratios will be until after the process. Therefore, just apply to the facilities you want and who you think will want you, and don't concern yourself with how popular it is. I personally ended up at a facility where, to my knowledge, I was the only scholar from my cohort year. Just find the best matches.
